Can anybody keep a child who is a relative with same last name and has a green card without their parents in USA??  Please drop some suggestion regarding this matter.

As long as you have legal custody through a court. Get the parents or guardian of that child to sign a court or similar authority issued document stating that you have  the legal custody of the child.
