As the population of these unwanted animals are already high, having more of dogs and cats will in turn add to the woe as some of them end up in the streets. In Nepal people do not adopt animals off of shelters, and these street dogs and cats are left to live in the streets until they die and suffer until then. There has to be more energized effort at neutering street dogs and cats and also perhaps establishing some sort of shelter for these unfortunate animals, especially in the winter.
However, even small step matters. So if breeders are not incetivized by having an easy avenue at making quick bucks then at least it will be a relief in this effort.
