KATHMANDU, Nepal (Reuters) -- Nepali King Gyanendra has sacked the government, announcing the decision in an address broadcast on state radio.

Prime Minister Sher Bahadur Deuba had been reappointed last June, about two years after Gyanendra fired him for failing to tackle a long-standing Maoist revolt against the monarchy.

Deuba had vowed to hold long-delayed elections later this year after the rebels, fighting to replace the monarchy with a communist republic, failed to respond to his offer for talks when a January 13 deadline expired.

He revealed the move in a televised address.
"I have decided to dissolve the government because it has failed to make necessary arrangements to hold elections by April and protect democracy, the sovereignty of the people and life and property," the king said.

King Gyanendra dismissed Nepal?s government today and said he was taking control of the Himalayan kingdom ? the second time he has done so in three years.

The monarch made the announcement over the state-run television, accusing the government of failing to conduct parliamentary elections and restore peace in the country.

He fired Sher Bahadur Deuba, who was appointed prime minister last year with the task of holding parliamentary elections and conducting peace talks with the Maoist rebels who have been fighting since 1996 for a socialist state.

Deuba also was fired in October 2002, but was reinstated in 2004 after massive street protests.

The rebels, who say they are inspired by Chinese revolutionary leader Mao Zedong, have been fighting since February 1996 to replace Nepal?s monarchy with a communist state. The insurgency has claimed more than 10,500 lives.

NDTV news channel said politicians had been placed under house arrest, but no details were available.

The monarch made the announcement over the state-run television, accusing the government of failing to conduct parliamentary elections and restoring peace in the country.

He denied his takeover was a coup, though soldiers surrounded the houses of Prime Minister Sher Bahadur Deuba and other government leaders.

"A new Cabinet will be formed under my leadership," the king said, accusing political parties of plunging the country into crisis. "This will restore peace and effective democracy in this country within the next three years."

Land-line and mobile phones in the capital, Katmandu, have been shut down.

And phone lines still not working to Nepal.

But in Nepal, it seems necessary steps were taken to prepare the janata psychologically to digest this step. A friend who recently came back from Nepal wrote that it was quite evident the king was going to take over and he was waiting for green signal from India.

I am afraid that now the political leaders will be eliminated selectively. Some leaders will never make to the public scene, and there is a excuse for king G to say that Oh yeah, perhaps these leaders are underground.

am i the only one who thinks this is a BAD thing?!?! not to see the maoists or the political parties are a better solution, but this king has done nothing for the country! he has dissolved government twice, fired prime ministers, re-hired them, re-fired them....and i still believe he had something to do with the royal family killings in 2001. just as the maoists have sent nepal back decades in development through their destruction of infrastructure, roads, schools, health posts, bridges, etc., yo raja le pani is sending nepal backwards. yo panchayat era hoina ki?

and please don't misunderstand me- of course, just like the rest of you, i am praying for a peaceful and prosperous nepal. i just don't know if this move by the king will lead to it. he is a lobhi manchhe and i don't trust him at all.

Yawn...it's like deuja vu all over again. The jig is up for the netas and maoists, who had their fun. Maybe this time there'll be an interim PM who'll do the needful and schedule elections ASAP. Any idea when TIA will be opened again?

You have to look at it from Nepali Citizen's perspective. Things have deteriorated to such a low that anything, by that I mean anything, is better than status quo. While in normal times, this coup could be seen as something negative, for now, it is a sign of hope for many.

As the king says, if we can have a degree of normalcy, law and order, in three years under his autocratic rule, then why no?
