As I said earlier, the case is already closed and all we can do now is speculation. Otherwise why the guy was shot and why all the clues about the assasination were removed before the investigation starts. We all know that noone is even allowed to touch before the forensic team arrives. So my opinion is that the committee is not going to come with any surprising result n' it would just be a formality for the closing of the case.

As has been the Nepalese bureaucratic tradition, this case is foreclosed with all the results and conclusion fabricated by those in power. However, this should not discourage us from discussing possible dimensions of the occurence and its implications in the overal political development in the country.

"The army was cleaning up the temple, and one unit had gone off in search of the Pipalbot gang. Most villagers were sick of the ruffians and wanted the gang caught. The army, for once, reacted swiftly and went into damage control mode promptly providing a detailed description of the event to media, getting the Home Ministry to set up a civilian investigation led by a former chief justice and announcing a Rs 150,000 compensation to the next of kin. The RNA also took a busload of reporters to the Chhauni military hospital where 16 wounded were being treated. Members of the UN�s Office of the High Commissioner for Human Rights and the NHRC were also at the site Thursday to investigate." All of the above happened only after cleaning the site and collecting the bullets. Some eyewitness (video reports) tell that there was as much as 200 rounds of fires but it won't be surprising if committee finds out that there were only 20 rounds as the evidence has already been cleaned up to make it easier to come with any desired conclusion.

Don�t play with fire The massacre at Nagarkot on Wednesday night drives home the point that continued militarisation can have unintended and tragic consequences. This was not just one drunken soldier running amok, it is symptomatic of a deeper malaise in a military-minded political class that believes everything can be resolved with force. Unless citizens are guaranteed a decent life, jobs, health care, education and a future, guns will not quell their anger. Although the army was quicker than usual in coming out with a detailed explanation of the Nagarkot massacre, there are still some unanswered questions: � How many other soldiers were with Sgt Basudeb Thapa when he returned to the temple with the assault rifle? � Why was he carrying a gun while in civvies? � Doesn�t the RNA have a policy on drunkenness of its soldiers while on furlough? � Not that this makes any difference now, but did Basudeb kill himself or was he shot by a fellow-soldier? � Why was he allowed to check out a gun at the barracks when everyone could see he was drunk? � Why was someone with a history of violence-prone drunkenness allowed to keep serving in the army? The answer to some of these questions could be that we should pose these questions to those right at the top of the army hierarchy too. Given the frequency of such behaviour in the past, it is clear Nagarkot was just waiting to happen. The investigation commission will come out with its report next week, and we may get some of the answers. But no commission will address the culture of arrogance, violence and hierarchical indiscipline that was tolerated and gave rise to such atrocities. Given the militarisation that the country is going through, however, we doubt if these issues will ever be adequately addressed within the army. As we write these words, smokes from tyre pyres are once more curling up into the winter morning sky from various parts of Kathmandu Valley. Once more, our myopic political parties frustrated by the lack of public support for their agitation are trying to make hay while the sun shines by trying to jumpstart their anti-king agitation. This is nothing new, they have been known for political opportunism and irresponsible incitement while in power, they did it on 1 September when they unleashed Nepal�s first ever politically-coordinated communal pogrom. And now they are playing with fire again by unleashing terror on the streets that could easily turn ethnic. We spoke to some onlookers watching the student unions and hired goons burning tyres and stoning cars on the streets on Friday morning. The people are shocked but not surprised by the Nagarkot carnage and they utterly condemn it. But neither do they have any sympathy for those who use that tragedy for their own political ends. But ultimately, given that all this has happened under direct royal rule and the king has effectively removed a democratic buffer the massacre and its aftermath will all reflect on him. Thapa did not commit suicide: HURON A leading human rights group has claimed that Royal Nepalese Army (RNA) soldier, Basudev Thapa-- who killed one dozen villagers at a local fair at Nagarkot on Wednesday -- did not commit suicide as being reported by officials and some section of the media. The Human Rights Organisation of Nepal (HURON) has also accused the RNA of trying to cover up the incident. Addressing a press meet in Kathmandu on Saturday, the HURON said its eight-member probe team found that the Royal Nepalese Army personnel had removed evidence like cartridge shells, firearms and blood stain and clothes from the site at Chihandada village in Nagarkot VDC, some 28 km east of Kathmandu. The army had blamed soldier, Basudev Thapa, for resorting to shooting spree after a brawl with local youths during the fair. The army further said Thapa turned the gun on himself after the incident. However, the rights activists said Thapa's body had bullet wounds in the chest that were unlikely to be self-inflicted. At a press conference here Saturday, Kathmandu-based Huron said a Nepali daily had reported in its editorial that Thapa, who had picked up a fight with some people at the fair, returned from the barracks around midnight with five other companions in plainclothes. Huron said that the army was yet to rebut the report. The HURON team quoted eyewitnesses as saying that instead of sealing the scene of crime, soldiers arrived there on Thursday morning and tried to clean up the blood and carried away arms and cartridge shells. Qualified doctors did not do the post- mortem of the bodies in the hospital, the rights group said. Malla K. Sundar, a member of the HURON probe team, said this was not the first time the army had been involved in human rights violations. "They have killed civilians and tried to project it as an encounter with Maoists, they have raped and killed schoolchildren," he said. "This is the result of the culture of impunity that protects perpetrators in the Royal Nepalese Army." Another investigator and former member of the National Human Rights Commission, Kapil Shrestha, said the killings were a civilian crime. "When the government has instituted a commission headed by a former judge to investigate the shootout, there's no rationale for the army to institute a separate probe panel," he said. "This shows the army is running a parallel government in Nepal." The team also said that it was a common sight to see soldiers carrying weapons even when they were not in uniform. "The army is deliberately encouraging this kind of indiscipline and it would prove to be very damaging in the long run," he said. "Thapa did not commit suicide." That is almost certain. There are credible rumours that the shooting of innocent villagers was done on purpose to terrorise the people of Nagarkot and to test the intensity of protest. It was kind of a test case by the RNA just as Rhitik Roshan kand and post-Iraq arson in the past. These things are done occaisonally by royal-military intelligence. After his duty was over, poor Thapa was elliminated by his minder from the royal-military intelligence.
