Minnesota State University Moorhead probably the best for biotechnology. All the graduates have pretty good record of acceptance in Grad schools.

I would dude, but its not just about the college you select. Thats just the first step. Its also about how you prepare your entire application package. Here are the colleges I got scholarships from (above full tuition) :
1) University of New England (gives scholarship rarely, but does to good students), ME
2) Bard College, NY
3) Reed College, OR
4) Hampshire College, MA
5) Bates College, ME
