Hi guys. i m a student here in F1 visa. i wanna go to Canada to c my fren.what is the process , what document do i need and where to send it? Any suggestions will be highly appreciated.

You would have to submit an invitation letter written by your friend. See the following link on what to include in the invitation letter:
Letter of Invitation http://www.cic.gc.ca/english/visit/letter.asp
You also need to provide proof that you will leave by a certain date, strong ties to home country (or presently US that you are in the middle of your studies) and that you have sufficient funds (either by yourself or your invitor) to support yourself while in Canada. The TRV application has a document checklist that you can use as guideline.

Also check with the embassy/consulate where you'll be applying from for any additional requirements

Now I am confused to which consulate do I address my documents to? I am in Minnesota and which state's consulate should I send my documents to? Some more help please guys.

Kukur, If you are in Minnesota, you've to send all the documents to Chicago. You'll get your visa stamped within 2 weeks and you'll be all set. If you've all the supporting documents, since you are going to canada for a visit, you've to show the documents showing strong ties with US, ie. prove them that you go to college in US and you'll be back in certain time....If you do that there wont' be any problem.
